This car will not start

This car will not start. The Battery is fine. The starter does not mak a sound so I don't think it is even tryi to engage. I read some where that there is a starter relay on this car but ia have no idea where is it. Anyway I turn on the key and all the electrical things come on just fine, but the car just will not turn over. What could this be?

Check the neutral start switch located above clutch pedal. Apply battery voltage to the starter solenoid terminal to test if the starter works.
