Headlights pulate why?

While driving at night, I notice my headlights fluctuating in intensity, going from bright to dim, on either brights mode or normal mode. I have installed a new battery but no change. This problem does not seem to be affecting any other system.

Hello,

This can happen when the ground from the frame to the engine is not in good condition. I would check the grounds from the battery to the body and then to the engine. Can you please shoot a quick video with your phone so we can see what's going on? that would be great. You can upload it here with your response. Also lets check the alternator as well. this guide can help:
