I can only get the AC to work in the recycle and no the fresh air?

I was told it was a motor that controlled these duct work in the plenum. Can this be the cause of the fresh air to not work. I think there are three of these motors / moduals under the dash

The are called actuators, pull your hvac fuse with key on for 60 seconds then reinstall it sometimes they reset. There are two different types of units so this may not be correct but see pic.
