2002 Saturn L200 powerloss

When I'm driving at a steady speed and my rpms are at around 2k it will decrease a few hundred rpms and return back to where it was initially. When it does this I feel loss of power it also does this when I'm going up a hill and I'm accelerating between 3k and 4k as the rpms are rising it suddenly kicks back a few rpms and then returns to normal power. Also when I am cruising at lower speeds and I try to accelerate the engine bogs down until I give it more power this happens once in a while. It also has trouble starting sometimes as in when I try to crank it over it starts to start then its like he power gets cut off then all of a sudden it starts.
