My 2002 crown victoria has battery pwer but when you turn it over nothing happens the starter doesnt make any noise or anything. For about two days before this happening the engine would sometimes not stay running unless you kept your foot on the throttle

You have to make sure the battery has a full charge and connections are good. In the diagram, the yellow wire with lite blue tracer, goes hot/voltage with key in the crank position. The red wire is hot all the time. Could be problem with neutral switch or starter itself. Hard to tell at the moment?
