2002 chevy suburban will not turn over. The volt meter does not move when you turn the key. All other electric works. Volt meter shows 12 volts. It acts as if a signal is not getting to the starter. Not sure what to look for?

Could be the starter motor, starter relay, park and neutral switch and ignition switch assuming the battery condition and connections are good.
