Engine in wont turn over from key

Put new engine in wont turn over from key everything comes on turn to start goes out but check engine light stays on Try several security reset s. It will turn over from shorting starter no security lights at all. All fuses hAve fire except the 10 amp crank an one other 2 amp everything in car works except the car wont turn over an fuel pump wont come on

If its not being caused by the security system-check the starter control circuit between the ignition switch and crank fuse and also check the fuel pump relay-See Starting Circuit EWD below
