When you shut it off the blower will come on sometimes?

I have a 2001 navigator and when you shut it off the blower will come on sometimes and sometime it will come on 5 sec after you turn it off you can jiggle the key cylinder without the key in it and it will go off it can run your battery down and you don't even no it until the next day I do hear sometimes fast clicking under the steering wheel?
