Fuel Pump

My vehicle engine does not turn over. It appears to be the fuel pump. I reset for the Fuel shutoff is still down and has not popped up. I check the fuse for the fuel pump. Still the vehicle engine cranks as if the kill switch for the anti-theft system has been activated. What could it be and how do I repair it. I have plenty of gas in the vehicle.

This does sound like a fuel issue. Here are a couple guides that will help confirm and replace this.
