2000 pontiac grand am. Started surging at stop lights like I was giving it gas. Put sea foam in it and it stopped. Then stalled when slowing or stopping. Now won't start

If it cranks good but won't start, have a helper crank it while you use a gage and check fuel pressure. Also, clean the throttle-body and idle air control. Any applicable trouble codes? Do you have spark at the plugs?
