Rear hub locking nut

2000 elantra: on trying to change the rear wheel hub to replace the wheel bearing, there is a locking nut over the axle nut, it does not have a cotter pin in it, but is held in place from spinning by a tongue and groove, how do I get this locking nut off

It is a lock nut just unscrews see diagram

Docfixit, by looking at the diagram, thats what I want to do, but after removing the grease cap, i'm looking at a locking sleeve cover over the locking nut that can't spin off because it is slotted to fit into the groove of the axle, does that sound like anything you've seen?
