Engine doesn't get up to operating temp.100 deg centigrade. Only gets half way there

Engine temp only gets halfway to 100 degrees centigrade. Changed resorvoir cap changed thermastat replaced fan clutch. Does not appear to be losing fluid. On warmer days it gets there, but I can drop temp by running heater on full blast. Any ideas would be helpfull. Thanks ruck

So heater is cold on cold days?
