My 2000 ford explorer sport radio has static and fm numbers are going crazy. Muffled sound. I removed radio and unplugged and replugged. Same results.

Ford will not allow anyone to buy radio service manuals or parts after the 1997 models. They don't want people like me saving you money on repairs. GM has done the same nonsense since the '94 models. You can look for a used radio that will likely develop the same problem or you can have the dealer remove the radio and send it in for repair. You can also take just the radio to the parts department. They often have replacement radios in stock but you should get one made for your vehicle. There are different models that have different tone for the shape of various vehicles but the radios look the same.
