Blazer OVERHEATING

2000 blazer overheats mainly at idle, changed the thermostat, did a prestone coolant flush and new radiator cap but when at idle it get up to 220 then I start to drive and it goes down to 195. The only thing is the lower fan shroud is not on I bought it that way any ideas

Viscous fan clutch and see if can get shroud for salvage
