99 camry tries to start but then just cranks rapidly

Shorted cell in the battery, run down battery, or dirty / corroded battery cable connections. Start by measuring the battery voltage with an inexpensive digital voltmeter. It should be around 12.6 volts. If it's around 12.0 volts, the battery should be charged, then the engine started and further testing of the generator will be needed.
