No fuel pressure

Have gauge on fuel rail at moment. Has 0psi fuel pressure relay is clicking. Has duel tanks. No stwich and pump on rail. No power to pump on rail

Found strainer cloged in front pump only has 1 pressure pump and 1 transfer pump
