Power steering pump noise

I have a 99 ford ranger 4x4 and the power steering pump is whinning but the fluid level is full

Does it steer fine? Ford pumps are known to be noisy. You can get an additive that seems to quiet them down with diff degrees of success.

You will also see an improvement by turning your wheels all the way to one side and then the other---In SSSLLLLOOOOWWWW MMMOOOTTTTIIIIOONNN! (Slow motion) I'm talking, do this over and over a few times--turn it so SLOW, that it might take you several minutes, to get all the way across (seems that, the slower the better).
