Will not up-shift gears

My car is the LX model. It will not up-shift from first gear when in D4 or D3. The check engine light is on with an error code P1106. The fluid level seems okay although I do not what type it is. I recently bought the car. Reverse works okay and when you put it in second it goes to that gear. I am trying to get an idea of how serious this problem might be.

It sounds like you have a shaft speed sensor that is out which may or may not trigger a trouble code.
