Every time we get a hard rain my sebring rag top is taking on water, I can hear it sloshing around inside the floor body of the car it is getting wiring wet and shorting things out also if I stop too hard something goes wrong and the car spits and sputters like it is not getting gas it is ok after a minute or so as long a I do not shut the car off. The trunk is dry the spare tire well is dry but I can see water seeping up from bolt that holds drivers seat in and back floor on that side floods, no where else in the car. Is there a fix for this?

Lift the carpet and see if there is a hole there that is plugged. Unless you can find out where the rain is coming in. You can also drill through the floor to drain it just don't hit any lines. Etc.
