The temperature is controlled by the use of an air mix door that is operated by an electric motor/actuator. This door can be jammed or the actuator can be inoperative or have stripped plastic gears internally.

Is it blowing any air at all? Or is the air just cool that is being blown out? If it isn't blowing air at all it is probably the blower motor. Cost is around $40. If it is blowing cool air it could be your thermostat or heater core. It is probably your blower motor though.
