1 have a 1998 jeep and when it goes 60 mph the rpms are not dropping and staying at 5 what may be wring with the car

Sounds like the transmission isn't up-shifting. Staying in second gear is "limp mode" that allows you to drive slowly to the repair shop, definitely not at 60 mph. The Check Engine light should be on too. The transmission computer will reset when you turn the ignition switch off and restart the engine. If it starts out in second gear right away, suspect an electrical problem, usually with a sensor. If it starts out in first gear like normal, then bangs back to second right after an up-shift, it's more likely there is excessive slippage in one of the clutch packs being detected by the computer. You'll need a mechanic with a scanner that can access the transmission computer to read the diagnostic fault codes to see where to go next.
