I changes the timing chain cover and now my 98 sierra will not start was fine before

Did you disconnect or accidentally? The crankshaft position sensor near the crank pulley when you replaced the TC cover?

I did disconnect the sensor does that affect it? I put it back

You best double check it, w/o the CPS input signal you won't get an ignition spark-therefore No Spark-No Start
