1998 Chevrolet Silverado HVAC Control System malfunction

Pickup keeps blowing the HVAC and Diverter System. The local dealer cannot figure out the reason. What can I do. I keep replacing them with new one.

You need to be more specific of what you are talking about. HVAC is and entire system, not a single component. What diverter are you talking about?

It is the control system for the heat and air conditioning

Its the controls for the heater and a/c unit the part is called the HVAC unit. We have the new part, but want to make sure there is nothing else we can do so we don't have to replace it again. It controls the fan and tempurature.

There is no part called an "HVAC unit". It sounds like you are describing a Control head. It could be burned out by an overload is most any component it operates and it's nearly impossible to determine which one.
