I have a 1998 Chevy Cavalier, manual transmission. Recently the clutch pedal stuck to the floor. Whats wrong. How can I fix it. Worse, how much will it cost me to get it fixed?

That is a hydraulic clutch system that has likely developed a leak at either the clutch master cylinder or the clutch slave cylinder. You will have to replace the leaking component and bleed out the system.
