Car turns over but will not start

Car will turn over endlessly but fails to start
With the ACTRON cp9575 hooked up the car starts right up and runs fine but will not start again with the scanner removed. Any suggestions on where to start?

Have you checked to see if there is spark and fuel to the engine without the scanner attached? One is missing. Identify that and then you will need to focus on that circuit. There must be a wiring issue that is completed by the scanner.
