I have water leaking into the passenger floorboard. It doesn't have antifreeze in it, so I don't think it could be the heater core. What else could it be?

Plenum chamber for intake outside air may have a blocked drain tube, if blocked it will back up with rain and dump into the heater and onto the floor.

It's most likely the condensation drain for the AC is plugged up and backing up into the car. Look for the drain on the engine side and stick a coat hanger wire in there and see if it clears the blockage.
