Valve timing

I took out spark plugs for cylinder #3 and #5. They both had oil on them. I just replace the gaskets from the head up to the intake. Tried to start the car but it sounded like it wasn't getting spark. I need to no how to adjust the valve timing. This is pic too when I had it apart. Its all together now.

When I torque the rocker arm bolt for the exhaust valve for cylinder #5. That's the spark plug that had more oil on it. It seem it didn't want to tighten down. Then it did. Could the threads gotten screwed up and be screwing with the valve timing for the cylinder?
