1997 Buick Lesabre Blinker problems

My hazard lights work but blinkers don't, how do I know if I need to replace the turn flasher( one hanging down by the stearing column looks new ). But looking further up under the dashboard it looks like another turn flasher also semi-new looking, neither are labled *turn flasher* or have the part no. 491391

The turn signal flasher is I the kick panel under the drivers dash. Id start there

They work when I turn the hazards on tho, could it still be the turn signal flasher?

Yes it can. The hazard lights have a flasher and the turn signals have a flasher their separate flashers
