Rack and pinion problems

My 1997 acura integra rs sudenly the rack and punion got hard to turn the steering wheel. Sudendy start doing that after the mecanic change the timing bell and the water pump. But I dont think that will affect the rack and pinion. Well after that a tought it migh be the power sterring pump so I went to the auto parts and get me a new power sterring pump.I flush the old oil on the rack and pinion and intall the new power sterrinh pump but the car sterring wheell continue hard to turn the rack dosnt have any leaks some one told me to change the sensor that goes on the hose from the power steering pump to the rack and pinion. The pump is pumping the fluid but the rack and pinion doest not receive the fluid it goes back to the power sterring bottle. What the problem could be? Do I need to change the sensor or it might be the rack and pinion I need help I dont want to be spending money all crazy. Thanks

Hello,

If the pump is good. And the belt is tensioned properly and in good condition.
Then the issue is likely a faulty power steering rack.
You want to make sure there is no restriction in the line that goes into the rack. If the fluid does not flow properly then the steering will need high effort.
