1996 Ford Taurus Won't start

Car has been sitting for a year went and got a new battery and car won't start you can hear a clicking noise near the battery but that's it. Had the starter replaced two years ago. Any idea what is wrong? Could it be the starter again?

Hello,

OK, the click near the battery is the Starter Relay Switch. If you follow the Positive Battery Cable it will take you right to it, now if you cross the 2 large terminals (using a screw driver) it should turn engine over and if does then replace the relay. Pic attached of relay.
