1996 Ford Taurus Second restart engine fails to start

1996 Ford Taurus 6 cyl Two Wheel Drive Automatic 189k miles

I have a 1996 ford Taurus that likes to start and run
on the first try but when I turn off and try to restart it does not start. I can here the fuel pump start up on the first round but the second time no pump noise. If I wait about 20 -30 minutes it will start and run again. I can only get it to run by removing the black wire from the battery and removing the harness from the pcm and let it sit for 20 or 30 min. This is a very consistent routine and have tried other combination's to get it to go but this seem to be the combination. Will a bad O2 sensor cause this problem. Ive replace the pcm with a new one and get the same results. Fuel pump is new of about 6 months ago. Please any direction would be appreciated.

Check and test the fuel pump relay and the PCM power relay

Is this the black box next to the battery? I believe their is 3 relays in this box. One for the fans, starter and Fuel is this correct. I can hear the starter relay click on with the ignition switch turned to on.

How do you identify and test the fuel and pcm relays for this model? And am I testing with ignition switch in the on state.
