1996 Ford F-250 white smoke of the tailpipe

Here is my problem, I had lots of smoke coming from my tailpipe, I change my both head gasket + manifold gasket replace the timing cover gasket and there is still white smoke from my tailpipe at this point should I just change my head what would be the issue?

Did you have the heads pressure tested and crack tested?

I just did my coolant pressure test and I don't have any leaks does this mean that my manifold gasket would not do it job properly?

Cooling system pressure test will not show up internal head cracks, this must be done on the bench by a head machinist with special testing equipment, also heads must be checked for warp and bend as well.
