Why is there water in my oil on a 1996 chevy blazer, I have changed the water pump and oil. Started it up and water got in the oil again

Neither of those repairs would have done anything to resolve that problem. If you haven't severely overheated it in recent time, then you probably have a leaking intake manifold gasket. They are pretty notorious for that.
