1995 Ford F-350 starter won't crank

When I trun ingnition, I just get a 'clunk', but no crank. I verified battery and starter are in 100% working condition. I also replaced the relay. I checked the grounding and is good. I tried to start it in neutral, and moved the shift several times, but still won't crank. What else can it be?

If the starter is ok as you say the clunk is the Bendix engaging the fly wheel and not turning, make sure that you can turn the engine by hand and this will show that the engine is not locked up.
