Dodge sport Dakota 95 cranks but won't start

I have a Dodge Dakota Sport 1995 pickup. It was running fine during the summer; we use it occasionally, being the last time about 3 months ago. I tried to start it last week and the battery was gone. I took the battery to AutoZone and they charged for me. I tried starting again it make the sound, and you can see the belt turning but it wouldn't start. I tried adding some more gas, and also sprayed some Engine starter into the carburetor but anything helped. Then I towed with a towing rope pulled by other vehicle and tried to start by releasing the clutch on 2nd gear. While the other car was pulling and I released the clutch I could hear the engine like it was running and I was able to feel the steering wheel smoother, but when I push the gas there wasn't any increase on the engine RPM's. Also every time the other vehicle stopped pulling the pick up's engine will stop too. I was thinking it could be the gas pump.
Any suggestions? The temperature is really cold too about 17 degrees outside.

Do below to determine is it's a fuel or spark issue:

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine at least 3/16 away from ground -have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, Do you hear the fuel pump come On when you turn key on? If not check fuel pump fuse and fuel pump relay if so, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it.
