Car wont fire

I have a 1994 Pontiac Grand Prix SE 3.1L.
Car has been sitting out all winter and the snow had just melted. I put a gallon or 2 in the gas tank and tried to fire it up to move it into the drive way to work on some ball joints and the car would not fire. Theres fuel pressure and spark. The car ignites off ether but doesn't stay running. I have encountered this problem before and the mechanic who worked on it said it was a security issue because something got wet and he had to reset it by turning the ignition key on and off 3 times but I'm not sure if I did it right. Any thoughts on what might be going on? Thanks for your time.

Check the fuel pressure to rule out the fuel filter and fuel pump -start here
