How do I repair low beam head lights

My low beams will not work, only the high beams work. I replaced the head lamps and that was not the problem, so what could it be.

Connector at the high beam switch. Common for burning and corrosion.

In the fuse panel under the hood there are two fuses One for high beams and one for low beams check them they are the larger fuses on the side of the fuse box
