So the ground pluse wire is still shorted to ground?

No short. I get no reading from battery+ to the pulse side of the wire. I can't find a diagram to see which wire is the computer connection to determine if there is pulse coming from there.

I ended up taking this to a shop - running out of time. Turned out it is the ignition control module. Even though it has spark, this module also is responsible for sending the signal to the ECM to pulse the injectors. ICM had been replaced a couple months ago so I don't understand why it went out. But the problem is not the ECM.
