I bought a 1992 mighty max that has been sitting for 4 years the guy I bought it from said the head needed 5 be rebuilt and there was a extra motor in the back and the original head in the back we took the head off the motor cleaned up the original and put it on. Runs has a miss. The fuel pump us always on when you hook the battery up. When it's started and you unplug the fuel pump it clears up and sounds like it's supposed to I switched the regulator and fuel rail and it's still doing the same thing. The pump is just giving the engine too much gas to be normal

Is it the correct regulator as well as fuel pump? Test the fuel pressure with a gauge should be 38 at idle w/vacuum and 47-50 without. Injector resistance should be 13-16 ohms also if pressure is to high check return line for blockage. And it would be a good idea to replace fuel filter as well if you haven't yet. Also clean throttle plate on both sides an diac hole with choke cleaner

Yes it is. I took of the part that goes into the fuel rail and tried to hold it and the pressure built up to where it was almost impossible for me to hold it anymore I'm wondering if it's the cut off switch or maybe the pump

Without knowing what your actual pressure is it's hard to say what it is you need to do the basics first.

Ok. I looked for the port type thing to test the pressure and I just can't find it. I'll let you know when I find it and test it thank you

It's usually on the fuel rail but if not one you may need adapters to hook it up.
