1992 Ford Mustang LX 2.3 liter poor MPG help

I have changed spark plugs and wires, and air filter. It is running rough, tach varies from 400 to 500 rpm to 0. If running at 900 rpm it runs smooth. I am getting very poor mpg. Running very rough sounds like it wants to stall getting very poor gas mileage.

Has the check engine light come on? Are you sure the plugs wires are on the right plugs? Have you checked for major vacuum leaks and fuel pump pressure?
