Electric Shock in the fuse box

the problem is :

There is an electric Shock in the fuse box in block No. 17. So that the fuse is burning when placed

I traced the wiring of the block 17 and found one of the parties is heading towards the key lamps

And the other is a 2-wire, one tends to the lamps switch and the other is moving towards mirrors key control
