1989 Chevrolet Silverado Fuel

I have a 89 silverado. It ran out of gas last night and I put 2-3 gallons of gas in it and now it wont even turn over. What could be the issue? I dont know if it could be that my battery is now dead that I tried starting it too many times? Could it be that I have a air stuck in the fuel line? Im clueless. It is also in the negative degrees outside so could they of froze up once they ran out?

Check battery for condition including load test first the line could have frozen but kind of doubt it your fuel pump may be shot however so try spraying carb cleaner into tbi if it starts its' a fuel issue
