1985 Buick Regal Car Won't Start

My car will not start. I tried to start it and it smells like gas in the engine after it doesnt start. I also believe I have some oil leaking from the bottom and it is very black, what should I do? I just recently bought the vehicle and knows it needs a tune- up and some other minor work done to it

Scan for codes and check fuelpressure with a gauge it should have 41-47 psi if port fuel injection. Drain the oil and change oil and filter if it's black and smells of gas.
