Noise coming from front of vehicle, cannot tell if it is inside or out

Type of noise is like years ago when you where having problems when a speedometer cable just before it broke. Appears to make noise as the RPM's start to increase. Noise is off and on. Now that it is getting cold more often. Notice it around 30 to 45 miles an hour. No vibration or pulling felt. Notice the noise also when slowing down.

Does the noise follow the road speed or engine speed? Can you please shoot a quick video with your phone so we can hear the noise? That would be great. You can upload it here with your response. Let me know.

Today lights came on telling me that the traction control was not functioning and ABS light also came on, noise was a little louder and more constant.

Yes, it sounds like you have a front bearing hub going out which will make the ABS and traction control lights to come on. Here is a video on how to replace them. I would do both sides you can get the hub from Amazon. ACDelco. They cost a little more but well worth it.
