Hi geonracer,

When stopped and in neutral, the revving should not be from the clutch but rather the idle control.

Check the throttle bnody for foreign materials lodged in between the plates.
Check the throttle cable for sticking.
Check for leaking vacumns.

Is the Check Engine Light indicating?

Turn ignitnon switch on and the CEL should come on for 2 seconds and then turn off.

You need the CEL to be operating to check for codes.

Did you check for vacumn leakages?
