1986 Honda CRX hesitating from idle to 3500 RPM

1986 honda crx si 209,000 miles car runs fine when cold. Once it warms up it does not idle as good. It feels like it hesitates but then it kinda pulls when you play with the gas pedal. Runs fine through out gears if kept above 3500 rpm. Seems to be wasting a lot of fuel. No visible black smoke from the tailpipe.

Most likely its the tps or fuel filter/presure. Does it bog completly when the pedal is slamed? Could also be a bad coolant temp sensor. Are easy fixes to check. Does the temp guage work right? A little more specifics as the state of maintenace would help too.
