My 91 Explorer has been having problems. Last week I had to change out the Fuel Pressure Regualtor for other reasons, and now my brakes have started to not really work. Pushing them in sets off a hissing noise and they dont want to give any help with pushing them down. I was told to change the booster pump, but im just worried this is just another temp fix. Any other suggestions or pointers would be great.

You need to inspect the vacuum lines to the brake booster before replacing the pump itself. It may just be a loose or damaged vacuum line that is leaking causing the brakes to work improperly as well as cause the hissing noise.
