1999 Dodge Durango Transmission erratic shifting

My transmission stays in a low gear too long and sometimes drops into passing gear much too easily, causing the engine to wind out even under modest acceleration. The local dealer wants to overhaul the trans to the tune of $2800, but I don't think that is the issue. After doing some research I suspect the TPS, but would like some expert opinions. Both speed sensors were recently replaced. Codes were checked, but none exist.

TPS could do it. Have you tried to get a second opinion from a trans shop? If no codes it could be something in the trans like the governor or if it has a vacuum modulator. Might also want to try adjusting the throttle valve cable, it hooks to the throttle and should have an adjustment on the mounting part of the cable housing (if equipped)
