1997 Dodge Caravan Instrument Cluster Speedometer and Gas G

My Speedometer started reading 10 MPH and than 25 MPH when Stopped and the Gas Gauge is pegged when the engine is running. Everything else works fine. The Guages use to cut off while driving until I Resoldered the Connector Plug. All I can think of doing is replace the cluster. Any Ideas?

Unless the soldering job has failed in some way or you have a bad VSS or a bad fuel sending unit or wiring harness going back, the cluster could be bad. I would recheck the solder and circuit board first ok?
