1999 Dodge Caravan Speedometer at 25mph when stopped

1999 Dodge Caravan 6 cyl Front Wheel Drive Automatic 190K + miles

As soon as I turn the ignition switch and my instrument cluster comes on, the speedometer shows 25 mph. At 10mph it shows 35mph, at 20 it shows 45mph, etc.
I had the classic "bang on the dashboard to make the guages work" problem. When the speedometer started this behavior I said enough is enough, and re-soldered the instrument cluster connector pins. All guages stay on now, but speedometer still is consistently 25mph above actual speed. Running code diagnostic (push trip, turn ignition) didn't reset it. What's the deal...speed sensor? Thanks

It sounds like either the speed sensor or the speedo itself. Has the check engine light come on? Is it shifting properly?

Check engine light has been intermittent for about a year now. Dealer's shop said due to the downstream sensor. You're thinking perhaps there's an additional reason now? It seems to be shifting ok though.

A bad speed sensor should set the light. You may want to have it rechecked. NOTE: Most nationally recognized parts stores will do it for free.
